The Role

  • You will be responsible for working with key internal stakeholders to deliver ongoing procurement support and contract management activities to external clients.  The post holder will be responsible for ensuring that Gemserv meets their contractual obligations in the provision of procurement and contract management services, in line with good practice, whilst ensuring the client’s procured services delivers value.

  •  You will be accountable for leading and managing the procurement of a multi-lot framework agreement for technical support and operational services for the energy industry.  You will be responsible for all ongoing contract management activities of procured services


  • Leading the procurement of a large multi-million pound, multi-lot framework agreement across a variety of categories, predominately IT, professional and data management services;

  • To manage the competitive call-off from large framework agreements in a structured and controlled manner;

  • Creating and managing relationships with multiple industry stakeholders and subject matter experts;

  • Supporting complex commercial negotiations and multi-party agreements;

  • Developing, managing and maintaining project plans for procurements;

  • Creating and maintaining audit trails for procurements and ensuring that all sourcing is carried out in accordance with obligations;

  • Managing supplier performance with key stakeholders to ensure service delivery and/or appropriate escalations to deliver service improvements;

  • Ensure that risks are understood and mitigated to an agreed level, through effective contracts and the development of appropriate professional relationships with key suppliers and contractors;

  • Ensure that all activities are carried out in an ethical and controlled manner in line with policies and procedures;

  • Ensure that third party suppliers and contractors work in alignment with health, safety, environment and quality practices and standards; and

  • Develop procurement and/or contract management processes/procedures as/when required.


Ideally for this role we are looking for candidates to have an interest in, or exposure to, the UK retail utilities industry, preferably electricity, gas or smart metering.

Successful candidates will also need:

  • Be a member of the Chartered Institute of Purchasing and Supply (CIPS) or a student member working towards the professional qualification;
  • Demonstrable experience of delivering value for money;

  • Experience of leading large multi-lot framework procurement projects;

  • Ability to work with suppliers in a collaborative, partnership based manner, utilising principles of Supplier Relationship Management;

  • Strong commercial and contract negotiation experience, including on dispute resolution and on change control/variations;

  • Experience managing supplier contracts through service delivery;

  • Communication, presentation and influencing skills; including to Senior Management. Ability to convey complex messages and cut through complexity to reach the desired outcome;

  • Ability to mentor colleagues on procurement good practice;

  • Experience of developing procurement and contract management strategies; and

  • A good level of understanding of contract and commercial law and sound understanding of contractual terms and conditions.

  • Background in Energy or Technology
